Effect this measure will have on costs and revenues of state government.
The proposed Committee Substitute for SB589, in its current form, does not have any fiscal impact on the WVDE. Specifically, the Committee Substitute adjust the funding calculation to match the eligibility criteria adopted by the West Virginia Legislature during the 2021 Regular Session. Because the WVDE only has one year of data regarding Hope Scholarship participation, it is difficult to provide an estimate of the number of kindergarten students who may enroll in Hope Scholarship eligible programs.
