Effect this measure will have on costs and revenues of state government.


This proposed legislation, in its current form, will not have any fiscal impact for the WVDE regarding high school equivalent program administration and examination costs because the private prisons would be responsible for those costs. However, if the WV Legislature decides to amend the eligibility requirements for HOPE scholarships, they would need to address the requirement that a recipient must have attended a public school for 45 consecutive days prior to being award a scholarship, the cost for each scholarship is estimated to be $5,180.41 per inmate. Please note, the WVDE cannot calculate a total cost amount for full implementation of this proposed legislation because we do not have the means to estimate how many private prison inmates would participate.
