This proposed legislation, does not increase nor decrease current revenue or expenditures of the WVDE because it only changes the method of instruction a student receives.
Memorandum
Most of the provisions in this proposed legislation are already established by statute (i.e., West Virginia Virtual School W. Va. Code §18-2E-9, Online Charter Schools W. Va. Code §18 -5G and Open Enrollment W. Va. Code §18-5-16); therefore, passage of this legislation would likely create duplicative or conflicting programs established in West Virginia law.
