Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
The fiscal note was derived by determining the cost of testing per case (including instrument costs, testing consumables, etc.) as well as an estimate of the increase of samples expected (400). To provide a more exact cost would require a query of eligible traffic records for the last five years to determine an average number per year. The fiscal note also includes a new full-time employee with benefits to assist with the testing, report writing and reviewing, reagent preparation and quality control work.
