This legislation, in its current form, has no estimated cost to the State. Under the proposed legislation, it appears as though the intent is for a portion of state funding to be reallocated for the purpose of employing school resource officers (SROs).
Memorandum
If it is the will of the legislature to reallocate a portion of state funding for this purpose, the proposed legislation should be revised to specifically address the appropriation line within Fund 0317 to be earmarked for this purpose. Further, there are specific appropriation lines that, in the current statutory language setting forth the calculation of the appropriation, would not be feasible to reallocate a statewide lump sum amount for a specific earmarked purpose.
