Explanation of above estimates (including long-range effect):

This proposed committee substitute does not have any fiscal impact under the Public School Support Plan (PSSP); however, there is an indeterminate anticipated cost that would be borne solely by the county boards of education that decide to enter into this type agreements. The West Virginia Department of Education (WVDE) believes the proposed legislative intent is to provide a framework for counties to staff mid-day special needs bus runs with bus operators and bus aides. The legislation provides an opportunity for special needs bus aides to be compensated for mid-day runs even when the assigned runs are not made. WVDE is unable to determine the total fiscal impact to county boards of education that enter into these agreements.
