Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


This bill encourages the state, counties and municipalities to prominently display the national motto “In God We Trust” on all public buildings. It also requires the State Building Commission to develop guidelines and provide, at its cost, an appropriate display of the national motto to any agency of the state, county or municipal government requesting it. It is difficult to determine the fiscal impact to the State of West Virginia as the bill only encourages the national motto be displayed on public buildings and does not make it a requirement. If no agencies, counties or municipalities choose to display the motto then there would be no fiscal impact to the state. With the assumption that the national motto would not be displayed on any structures that is valued less than $250,000 and have no contents coverage then the total structures that may display the national motto would be 840. The cost for a 3’ x 2’ brass plaque with installation would be approximately $3,000 each. Therefore, we estimate that the cost to the State of West Virginia would be $2,520,000.00. This does not include costs for any public buildings owned by any county or municipality. To determine the potential fiscal impact for their buildings a fiscal note should be sent to West Virginia Association of Counties and the West Virginia Municipal League. Please be aware that the State Building Commission was transferred to the Department of Administration in 1989 and there are no funds available for the costs associated with the passage of this bill.

Explanation of above estimates (including long-range effect):


The Board of Risk and Insurance Management provides insurance coverage for state buildings. The structural value of these buildings range from $100 to $400,000,000. This fiscal note assumes that any structure with a value less than $250,000 and no contents coverage could be eliminated as it would most likely not be considered a major structure that is visited by the public. This bill requires the State Building Commission develop guidelines for the display of the national motto and also to display the motto for any agency of the state, county or municipality at their costs. The State Building Commission no longer exists and there is no funding for the costs associated with the purchase and installation of the signage.

I would recommend that fiscal note requests be sent to determine the number of buildings that may be applicable to the counties and cities.
