Effect this measure will have on costs and revenues of state government.

    The purpose of this bill is to transfer the regulatory authority of non-native cervid species to the Department of Agriculture. The West Virginia Division of Natural Resources has statutory authority to protect native wildlife and currently monitors the captive cervid industry in West Virginia. The West Virginia Division of Natural Resources projects that if the bill becomes law, there will be a minimal financial impact upon the agency but additional funds to monitor and manage the captive cervid industry may be required from the State’s General Fund.

Explanation of above estimates (including long-range effect):



    Hunting and Fishing License revenue provides the bulk of the monitoring and operating revenue for the agency’s
    wildlife and law enforcement programs. Transfer of regulatory authority of non-native cervids would result in additional monies from the State’s General Fund. Until such time a MOU is finalized between the Department of Agriculture and the Division of Natural Resources the actual fiscal impacts of this legislation is unknown.
