Effect this measure will have on costs and revenues of state government.
This proposed legislation will cost the State of West Virginia approximately $546,951 the first year which includes the one time educational incentive for existing uniformed members with college degrees; it also contains the college degree salary increases. The $133,188 estimate for the year of full implementation consists of the cumulative college degree increases for these same uniformed members.

Explanation of above estimates (including long-range effect):
The one time education payments as well as the college degree increases were calculated on uniformed members who have provided proof of their educational accomplishments to the WV State Police Personnel section as of February 1, 2015 as follows: 258 uniformed members with 4 year degrees and 17 with Masters.
Memorandum
We cannot predict upcoming college degree or one time education incentive costs with accuracy since the educational accomplishments for current or future troopers are unknown. Estimates for the one-time Education Incentive of $1,500 per member who attains a degree are not included in the “full implementation” calculation, nor are additional costs for members who obtain a degree in the future.
Page 8 of this piece of legislation which provides summary information about the bill indicates that one of the purposes of this piece of legislation is to “increase the longevity pay for members of the State Police”. It is not clear from the language of this bill that this issue was addressed therefore it was not considered in this fiscal note.
