Effect this measure will have on costs and revenues of state government.


The WV Division of Corrections has no way to predict how many new offenders would be sentenced to death under this proposed legislation. The WVDOC does not currently control the infrastructure needed to perform executions and would have to: 1. Obtain professional services, as no existing WVDOC staff have any significant experience or training in this process. 2. Design and construct physical plant/buildings 3. Obtain specialized equipment (lethal injection drugs are currently very hard to acquire according to national press reports) No accurate assessment of fiscal impacts is possible without more in depth research, but the WVDOC would estimate that the fiscal impact would be extreme.
