Explanation of above estimates (including long-range effect):

This bill will cost the West Virginia Department of Education approximately $150,000 annually.
The fiscal note is based on the cost for each teacher to have a license to access the Desire 2 Learn (D2L) learning management platform. The D2L platform will host the 2 hour training module in which each teacher, administrator and supervisor can access.
    Total cost estimated annually= $150,000
    Total cost based on approximately 20,000 teachers minus 5,000 (already licensed)= 15,000 teachers X $10.00= $150,000.
The licensing fee for each teacher is $10.00 annually
