Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
This legislative rule will increase operating costs to the Division only to the extent necessary for the operations of the federally mandated State Safety Oversight Program. An anticipated annual federal appropriation of approximately $200,000 will be provided under 49 U.S.C. Section 5329(e)(3) by the Federal Transit Administration (FTA). The federal funding must be matched at an 80/20 ratio with the required $50,000 in state funding being provided from the existing budget of the Division. Therefore there will be no effect on the present costs and revenues of state government.

Explanation of above estimates (including long-range effect):
The current expenses will be used to match federal funding to hire a consultant to develop the FTA - mandated safety plan and provide inspection personnel to act for the State of West Virginia and perform all FTA required inspections.
