Effect this measure will have on costs and revenues of state government.


This legislation will have no impact on the revenues or expenses of state government. Currently,providers collect E911 fees and remit them to the Administration division of the Public Service Commission (PSC). The Administration division distributes the E911 revenue to the Cell Tower Fund, State Police, Office of Emergency Services and all 55 counties in the State. These are pass through funds. The PSC does not require additional staff or equipment to process enhanced county 911 fees contemplated in this legislation. However, if this legislation does not require the providers to submit these enhanced county 911 fees by county, the PSC will incur some cost related to the emergency rule making process. Should all counties elect to impose an enhanced county 911 fee, the estimated maximum amount of enhanced county 911 fees is $12.3 million (based upon the 2015 E911 fees).

Explanation of above estimates (including long-range effect):


Should all counties elect to impose an enhanced county 911 fee, the estimated maximum amount of enhanced county 911 fees is $12.3 million (based upon the 2015 E911 fees). This number is calculated by dividing the total E911 revenue for 2015 by 3 to approximate the total number of wireless subscribers over 12 months. Per the proposed legislation, any county commission may authorize the collection of an additional enhanced county 911 fee not to exceed $1 per month per wireless subscriber.



Memorandum


Currently, the providers do not report their E911 fee collections by county as the amount of E911 revenue each county receives is formula driven. In order for the Public Service Commission to return the enhanced county 911 fees specifically to the county which authorized the additional fee, the provider should be required to report the county break down when remitting the enhanced county 911 fee.
