Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


    The purpose of this bill is to authorize counties to offer license plates customized to that particular county and the application procedures thereof.
    
    Development costs for fifty-five county license plates would be approximately $2,000 per plate. This cost includes employee time, state police approval, manufacturer approval, graphic design work, and the general approval process. New license plates take anywhere from nine months to a year for the design of just one plate. Additional programming for each of the fifty-five county plates would also be required to provide a separate classification for each plate.
    
    In addition to the plate design a generic license application would be developed and made available on the Division of Motor Vehicle’s website.
    
    Once these steps are completed a resident vehicle owner would need to provide a completed application and show proof of compliance with motor vehicle laws relative to registration and licensing, and pay all applicable fees. It is estimated to take twenty minutes to review, process, and collect fees.
    
    All plates would need to be ordered and processed as requested on an individual basis. Each plate would be mailed to the customer when produced at an approximate cost of $1.80 each.
    
    Also there will be fees collection and processing for distribution to the affected counties.
