Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to improve public safety by requiring license plates on the front and back of all vehicles.
There are currently eleven plate classes that will be affected by this legislation which total 1,792,554 license plates. Each plate class can have a different cost. Duplicate plates, new plates, and replacement plates are issued each year and for the Fiscal Year 2016 total 397,158. If we issue only one additional plate for current vehicles the cost would be $4,670,958. If a reissue were to take place on all current vehicles, and both plates were issued new, the cost would double to $9,341,916. Additional cost for plates issued annually will be $1,034,897. Administrative costs, allowing for fifteen minutes per transaction would total $8,066,493 in the first year with projected additional costs going forward of $1,034,897. Mailing costs for the first year would be $3,262,448.
For the first year a minimum of one plate will need to be issued to go with all current registrations. Each new plate, duplicate plate, and replacement plate will require one additional plate going forward. It is estimated that these transactions would not require additional personnel time.
