Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to require county boards of education to implement, no later than the 2017-18 SY, comprehensive drug awareness and prevention programs for all student in grades K through 12. The programs are to provide instruction regarding the dangers of substance abuse and blood borne pathogens and must be developed with parents, staff, students and community while coordinating delivery of instruction with drug rehabilitation specialists and law-enforcement agencies. There is no cost to WVDE. Grant funding in state government offices is allocated for drug awareness / prevention .

Explanation of above estimates (including long-range effect):


There is no fiscal cost of a drug awareness program as the current WVBE Health Education content standards and objectives include age appropriate 5-12 drug awareness and blood borne pathogen education. Select WVBE Wellness content and objective standards in PreK-4 address drug awareness and prevention. WVBE student success standards also address select awareness and prevention. The WVDHHR- has potential funding to support educational materials, supplemental resources and evidence-based programs as decided at the local level. School's currently have groups composed of staff, parents and the community that can assist in this cross-sector collaboration.
