Explanation of above estimates (including long-range effect):

The bill as drafted and amended could be interpreted to apply to compel the Court provide funding for SBPO’s in every County. The approximate total salary cost for 55 SBPO's is $2,210,835.00. Benefits of 42% would equal $928,551.00. (I would recommend that Human Resources provide the exact dollar amount). Divided equally between the Boards of Education and the Court, the salary cost for each would be $1,105,417.50 and $464,275.50 for benefits. As the language of the bill did not define "benefits," I did not include the cost of providing cell phones, laptop computers or mileage not knowing whether these are considered benefits; therefore, if it is the Legislature's intent that the Supreme Court also provide these kinds of work materials, then that would be an additional cost to the Judiciary that is not calculated in this fiscal note. Also, as probation officers, SBPO's are subject to incremental raises based on continuing years of experience and post-employment education attainments.
