Effect this measure will have on costs and revenues of state government.


The purposes of this bill is to exempt any motor vehicles which are engaged exclusively in the nonemergency medical transportation of Medicaid members from the jurisdiction of the Public Service Commission. The Department estimates that a potential fiscal impact to could exist for the Department's Bureau for Medical Services. However, the impact cannot be quantified with the information currently available.

Memorandum


The opportunity for additional competition to be created exists by exempting non-emergency transportation (NEMT) from Public Service Commission purview. Additional competition could allow for better rates by transporters which would result in lower per member per month rates in subsequent NEMT contracts. There is not currently enough information available to estimate the potential savings at this time.
