This measure would shift some of the legal costs from the Division of Highways to the Office of the Attorney General. The net effect of the measure should be zero due the Division of Highways reducing their staff in accordance to the level of services provided by the Office of the Attorney General.

The Office of the Attorney General may be required to hire additional staff to meet the needs of the Division of Highways; however, the Division of Highways would then be equally able to reduce its staff.
