Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
This bill requires the creation of a five-member, Independent Redistricting Commission (IRC). Per the bill, the five members of the IRC will receive a per diem allowance equivalent to the per diem received by members of the West Virginia Legislature ($150) for each full work day. In addition, the IRC members will be reimbursed for all reasonable and necessary expenses, such as travel for the public hearings required by the bill, and will have procurement and contracting authority. Finally, the IRC may hire staff and consultants to accomplish its mission.

Explanation of above estimates (including long-range effect):
The bill, as introduced, includes many assumed but unquantifiable costs. Since it is unknown where each member of the IRC will reside, and where the public hearings will be conducted, the related travel costs for these public hearings cannot be calculated. Additionally, since the bill allows for up to nine public hearings, estimates of travel costs can fluctuate greatly.
Since the bill authorizes the IRC to enter into contracts as necessary to accomplish its mission, there could be associated costs for office space rent, meeting space rental, etc. However, for the purposes of calculating a fiscal note, those costs cannot be accurately assumed or quantified. Finally, the bill authorizes the IRC to hire staff and/or contract with consultants. It is not known how many, if any, FTEs or consultants would be hired or how much they would be paid. Thus, estimates for using consultants or hiring staff cannot be calculated.
Therefore, this fiscal note seeks only to estimate the per diem costs associated with the five members of the IRC, and acknowledges that expenses could be higher. The per diem costs for the members are estimated over three ranges, covering 60 working days, 90 working days, and 120 working days for the five members. It must be noted that in 2011, it took 111 working days to complete the redistricting effort.

Estimated expenses other than per diem costs (which are also estimates) could not be calculated. Expenses could be much higher if consultants or staff are hired.
