Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to require the Commissioner of the Division of Motor Vehicles to create a special registration plate for full-size special purpose off-road vehicles, self-assembled or modified original equipment manufactured vehicles, that would give the vehicles the same limited access to roads as all-terrain vehicles. The bill establishes fees; requires rulemaking. These vehicles are not currently titled in West Virginia so there is no historical data available to provide estimates for either the quantity of vehicles or the value upon which they would be taxed. The estimates included are to title one vehicle in the current year and renew each year thereafter. Taxes would be assessed at a rate of 6%.
