Effect this measure will have on costs and revenues of state government.


The WVDE will address specifically the responsibilities assigned currently in code for the Center for Professional Development which include the Beginning Principals' Academy, Evaluation Leadership Institute, and Advanced Placement training. In keeping the level of quality that the field has experienced, the WVDE can ensure at least equal quality professional development at a reduced cost due to expertise and staffing which currently exist at the WVDE. It would take further analysis to determine other responsibilities which have been assigned to the Secretary's office to determine the level of support and additional funding which might be required.

Explanation of above estimates (including long-range effect):


To assume the duties assigned in code to the Center for Professional Development (CPD), the West Virginia Department of Education would need an estimated fifty percent of the current line item appropriation for CPD, which for fiscal year 18 was approximately$1,490,000. The staff and expertise to complete the work already exist at the WVDE so additional personnel would not be needed. This would save the state $745,000 annually. It would take further analysis to determine other responsibilities which have been assigned to the Secretary's office to determine the level of support and additional funding which might be required.
