Effect this measure will have on costs and revenues of state government.


This Bill will provide a $6,000 pay increase to all Regional Jail Authority (RJA) employees spread evenly over a period of three years. This will have an impact on RJA's budget by an increase of $2,254,307 for each year and going forward for the 3 years and beyond.

Explanation of above estimates (including long-range effect):


The increases listed above are based on the $2,000 increases for all 919 current RJA employees and the benefits associated with the increases for FY's 2018, 2019 and 2020. The totals for FY 2019 and FY 2020 include the roll forward of the total from FY 2018. Therefore, FY 2019's total is for a $4,000 increase for 919 employees and FY 2020's total is for a $6,000 increase for 919 employees. These totals do not take into account for any effect this increase will have on recruiting new employees.



Memorandum


It is RJA's interpretation that this Bill will not increase the starting salaries currently in place for all RJA employees. The RJA believes that the starting salaries also need to be increased by this $6,000 amount to improve recruitment for RJA vacancies.
