Due to a lack of information regarding the volume, and willingness to donate by DMV applicants for original or renewal drivers licenses or identification cards; and applicants for a renewal vehicle registration, we cannot estimate the increase in revenue the WVDVA might receive with any certainty as a result of this legislation. Additionally, because we do not have enough information on what it might cost the DMV to administer the collection and transfer of said donations, we cannot reasonably estimate what the WVDVA might be required to reimburse the DMV.
