Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to require specified coverage in health benefit plans for outpatient and inpatient treatment for substance use disorders. As PEIA is not subject to the requirements of West Virginia State Code Chapter 33, this bill will have no fiscal impact on PEIA. However, if PEIA were subject to this bill, PEIA’s inpatient and outpatient substance abuse costs would increase on annual basis by 500% and $6 million. This is due to the increase of allowable treatment days to 180. PEIA currently limits substance abuse treatment to 30 days impatient/60 days partial day outpatient.
