Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
Purpose of this bill is to permit the sale of lifetime hunting and fishing licenses to nonresident students enrolled in an accredited West Virginia college or university.
If this bill becomes law, nonresident students enrolled in an accredited West Virginia college or university will be eligible to purchase a lifetime hunting, fishing and trapping license as a West Virginia resident. For the 2017 fall semester, 29,099 nonresident students enrolled in accredited West Virginia Colleges and Universities. Given nonresident students purchase a lifetime hunting and/or fishing license at the same rate as WV residents, the DNR expects to sell up to 10 lifetime licenses to nonresident students each year for a total estimated annual income of $8,050.
Costs to the agency will include Administration’s fee for processing and license issuance.
This estimate assumes the privilege will only be available to nonresident students attending accredited colleges and universities. If trade schools or non-accredited schools are included, then this fiscal note is invalid.

Potential Lifetime License Sales $8,050
The sale of lifetime licenses to nonresident students can provide extra revenue for use in wildlife and law enforcement programs. The most popular licenses will be the fishing and sportsman equivalent lifetime licenses. Estimates above suggest the agency will sell up to 10 lifetime licenses per year to nonresident students. Depending upon the license class sold, the agency can expect an annual income of approximately $8,050 for the sale of lifetime licenses to nonresident students.
West Virginia code §20-2B-7 prohibits the sale of lifetime licenses to nonresident students attending in-state colleges and universities. Proof of attendance to an in-state college or university must be required to purchase a lifetime license. This attendance record and benefit would not apply to trade schools.
