Effect this measure will have on costs and revenues of state government.


The Division anticipates the loss of $1,509,300 in special revenue by eliminating the annual weights & measures device registration fees. Based on the average of FY2016 and FY2017 expenditures the Division requires an estimated $1,509.300 to operate an efficient and effective weights & measures program.

Explanation of above estimates (including long-range effect):


The Division calculated the yearly average of devices and meters inspected; created a device and meter chart based on size and other variables and researched other states to formulate a proposed fee schedule. The estimated amount of special revenue generated was $1,509,300.



Memorandum


The stated purpose of this bill is to remove the requirement that the Division of Labor shall charge an annual device registration fee. These fees were established to offset the loss of general revenue in FY2018 and subsequent years(See 2017 Session - SB419). If all businesses registered all devices and meters during calendar year 2018 the revenue received would allow the program to be self-sufficient. The Division does not control the number of devices and meters utilized by a business.
