Memorandum
Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form.
The current backlog at the WVSP Forensic Laboratory is 3,452 cases. The backlog is a result of limited resources and employee turnover. Career progression is necessary to retain our highly skilled and trained scientists and technicians. Our current starting salary (approximately $10,000-$13,000 less than surrounding states) does not draw the qualified applicants needed to perform the duties and responsibilities necessary for the critical testing and services we provide. Furthermore, approximately 80% of our scientists will not advance in their career after 3 years of service which encourages them to resign for better career advancements elsewhere, particularly in nearby states. Since 2014, approximately 40% of full-time forensic scientists and technicians have resigned from the WVSP Forensic Laboratory.
