The purpose of this legislation is to establish the classification of employees in the Forensic Laboratory of the West Virginia State Police. The total cost to implement this career progression system for FY2019 is $356,341.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The difference between current salaries and proposed salaries was obtained for the Forensic Laboratory employees. Benefits and PEIA Reserve (Current Expense) costs are included in these estimates. Memorandum


Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form. The current backlog at the WVSP Forensic Laboratory is 3,452 cases. The backlog is a result of limited resources and employee turnover. Career progression is necessary to retain our highly skilled and trained scientists and technicians. Our current starting salary (approximately $10,000-$13,000 less than surrounding states) does not draw the qualified applicants needed to perform the duties and responsibilities necessary for the critical testing and services we provide. Furthermore, approximately 80% of our scientists will not advance in their career after 3 years of service which encourages them to resign for better career advancements elsewhere, particularly in nearby states. Since 2014, approximately 40% of full-time forensic scientists and technicians have resigned from the WVSP Forensic Laboratory.
