Explanation of above estimates (including long-range effect):
The provisions of proposed House Bill 4591 would amend Chapter 8, Article 4, Section 10 of the West Virginia Code to allow the governing board of a municipality to cancel an upcoming election when only one person has filed for each office up for election and deem all persons who filed for each office to be elected by acclamation. While the provisions of the proposed Bill might result in nominal savings with regard to future municipal elections, we are unable to estimate the likely probability of utilization of the acclamation option or the potential financial impacts on municipal governments.
