Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to provide for a crisis line and mobile application to combat substance-related problems and suicide in this state.
"The Department currently offers a crisis helpline called HELP4WV. HELP4WV offers a 24/7 call, chat, and text line that provides immediate help for any West Virginian struggling with an addiction or mental health issue. Many of those answering the helpline are peer-support specialists or recovery coaches. This means that they have personal experience in recovery from a mental health or substance abuse issue. This initiative, funded by the Department of Health and Human Resources, is designed to streamline the process of seeking help for behavioral health issues. The helpline staff offers confidential support and resource referrals, including self-help groups, out- patient counseling, medication-assisted treatment, psychiatric care, emergency care, and residential treatment. The helpline provides assistance for those who need help themselves, and guidance for those seeking help for loved ones. It is also an ideal way for social workers, nurses, and others involved in discharge or care planning to access a comprehensive list of state resources.

Department estimates the fiscal impact of this bill to be a one time investment of $250,000 with ongoing annual cost of $75,000 to cover the costs of a mobile application.

Explanation of above estimates (including long-range effect):
The total 2018 cost of $325,000 is based upon the assumption that the Department currently funds a substance abuse, substance addiction, substance overdose and suicide line that appears to meet the requirements of this bill requiring that only the application be added.
"Estimates based on vendor information (with experience in development of such applications) indicate one-time development cost of $250,000, with annual maintenance to manage application of $75,000. The following assumptions were made: 1) communication with health care professionals would occur via telephone call, text message, or online chat (not video chat); 2) IOS and Android native applications; 3) Crisis telephone hotline will be managed outside of this solution; 4) Admin module will be needed for reporting and analytics and 5) all information is anonymous, and no HIPAA compliance comes into play.
