There is no estimated additional cost to the State for the 2018-19 year under the Public School Support Plan because the legislation will not be effective until July 1, 2018. Funding for teacher and principal mentors will continue to be handled through the existing line item appropriations for the 2018-19 school year until the funding formula change is effective for 2019-20. For the 2019-20 school year and thereafter, there will only be an additional cost to the State for the proposed legislation if the statewide local share amount increases.

Explanation of above estimates (including long-range effect):


There is no estimated additional cost to the State for the 2018-19 school year because it is anticipated that the legislation will not be effective until July 1, 2018. As a result, the change to the Public School Support Plan (PSSP) will not modify the calculation of state aid funding for the county boards of education until the 2019-20 school year. Funding for teacher and principal mentors will continue to be handled through the existing line item appropriations for the 2018-19 school year until the funding formula change is effective. For the 2019-20 school year and thereafter, there will only be an additional cost to the State for the proposed legislation if the statewide local share under the PSSP increases. If local share decreases, as it did for FY18 and is currently anticipated to do for FY19, there would be no additional cost to the State and the funding would remain at the 2018-19 appropriation level. However, if local share does increase, twenty percent of the growth in total statewide local share would be added to the existing line item appropriation amounts for teacher and principal mentors. Even in a year where local share increases and the amount of funding under the PSSP for teacher and leader induction and professional growth also increases, the overall cost to the State for total state aid funding would still be less due to the inverse relationship between local share and basic state aid funding. This legislation would reduce the cost savings from the growth in local share by 20% and instead redirect that 20% of the increase into the program for teacher and leader induction and professional growth.



Memorandum


The West Virginia Department of Education (WVDE) currently does not have data available regarding the number of full-time equivalent principals, assistant principals and vocational administrators employed by county boards of education who are in their first or second year of employment in those roles. The years of experience currently collected for all county board of education professional educators via the annual Certified List of Personnel is their years of service in the teaching profession for pay purposes, not years in their current role. The WVDE is also currently unable to identify principals, assistant principals and assistant principals who are in their first year in an assignment at a school with a programmatic level in which they have not previously served as a principal, assistant principal or vocational administrator. The WVDE will need to develop a mechanism by which to collect the necessary data in order to allocate the funding in accordance with the proposed legislation, but there will be no additional cost to the State for the development or collection of the data.
