Fiscal Note Summary

Effect this measure will have on costs and revenues of state government.

Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. The overall intent of this addition is to ensure that the Division of Highways (DOH) Commissioner is recycling steel and metal, rather then discarding. These additional lines being added to §17-2A-14 creates redundancy. The definition of line 3 "or by sale as junk or otherwise" already implies junk metal or scrap metal sale for recycling. In addition, §17-2A-8(35) "sale of the supplies and materials" implies the same process. The recycling process is already occurring at the DOH Equipment Division and Districts. DOH has in place a Scrap Metal Contract that is utilized for recycling metal materials. The funds for this practice go back into a selected authorization number at the Division or District for use in the Road Fund.
