This legislation is specific to the Law Enforcement Training Fund and its financial support with funds raised through an increase in fees.
This legislation does not impact the West Virginia Crime Victims Compensation Fund as the Fund is not involved with the training of law enforcement officers. The Legislative Claims Commission is not impacted by this proposed legislation either as it is not responsible for the training of law enforcement personnel.

Explanation of above estimates (including long-range effect):
Estimated revenues have been provided by the Division of Justice and Community Services.
Neither the Legislative Claims Commission nor the Crime Victims Compensation Fund will receive any funds from the increase in fees as they are dedicated to the training of law enforcement. The budgets of the Claims Commission and the Crime Victims Compensation Fund will not be impacted either as these agencies do not currently fund such training.
Memorandum
This proposed legislation is specific to the training of law enforcement personnel and the creation of a special fund to assure that such training is funded. Ideally an increase in trained law enforcement officers would promote the safety of communities throughout the state and reduce the number of crime victims as well.
This legislation does not appear to financially impact either the Crime Victims Compensation Fund or the Legislative Claims Commission.
