Explanation of above estimates (including long-range effect):
We believe adoption of the proposed Bill will result in potential cost savings to the various municipalities around the State who might be in a position to utilize the provisions allowed by it. However, we have do not have access to sufficient data to allow us to make any reasonably reliable estimate of what those potential cost savings might total on an annual basis.
