Explanation of above estimates (including long-range effect):
Our review of the proposed legislation does not identify any significant costs associated with its potential implementation, as well as, no material cost savings associated with the proposed Bill. It does however provide a level of autonomy at the County-level which would allow the respective county commissions to structure their County Parks and Recreation Commission with the requisite number of members which they believe best suit the citizens of their particular county. The proposed legislation would also act to reduce the number of members required to constitute a quorum as compared to the current provisions of the law.
