Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The following is a draft fiscal note. Please keep in mind we had no guidance as to the intent of this proposed senate bill other than what was included in the bill. The designation of historic routes would follow a process similar to the existing National Register of Historic Places nomination process which is prescribed by National Park Service guidelines. The first step of “Naming Historic Routes” would be the development of a historic context (background research and overall understanding of the resource type). The document would provide an overview of the U.S. Route system in West Virginia. This initial step would also require the creation of a survey form specific to the linear resources (the roads) associated with this context. It would also provide criteria for the designation of historic routes. This document would be used to evaluate the individual resources. The second step would be the completion of a field survey of existing resources using the inventory forms to document the routes. Based upon the recommendations of the historic context document, a separate form might be needed for official designation. Finally, SHPO staff would review recommendations and submit proposed historic routes to the WV Archives and History Commission for review and approval. Following designation, the WV Division of Highways would provide signs to mark the routes.

Explanation of above estimates (including long-range effect):


WVDACH cannot conduct this with existing staffing. The would require the use of an outside consultant. However, existing staff would be required to oversee this project in addition to existing responsibilities. The estimates we are providing are calculated based on the bridge context survey that was done in 2002. The context and survey would have to be put out for bid, so financial impact could vary. Historic Context: $85,000.00 Field Survey: $50,000 per year until state wide survey is completed. We estimate that would be a 7 year effort. Designation: completion of nomination per resource could range $10,000-15,000 WVDACH is assuming that the DOH would be responsible for the signage once the designation is complete, so no cost associated with signage are included in this estimate.
