Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to permit the commissioner of Motor Vehicles to design a license plate and a driver’s license with a specific medical condition designation to notify law-enforcement the operator has a medical condition affecting speech, mobility, or other motor functions.
The Division estimates that programming costs to implement this bill will total $44,990. This consists of mainframe programming for the new registration plate of $3,600 (40 hrs. X $90/hr.), programming for the cash register of $2,990 (26 hrs. X 115/hr.), mainframe programming for the Drivers’ License of $14,400 (160 hrs. x $90/hr.), and programming for the vendor supplied Drivers’ License system of $24,000 (160 hrs. x $150/hr.). Registration plates of this nature cost approximately $7.
