Explanation of above estimates (including long-range effect):


We believe adoption of the proposed legislation would likely mandate the need for increased storage capacity for long-term storage of criminal evidentiary matter. We also believe such storage could entail additional expenditures for the specialized equipment that would be necessary to effectuate the provisions of the proposed Bill. However, we lack the necessary expertise to have a full and complete understanding of exactly what types of equipment would be needed, in what numbers such equipment would be needed, as compared to current storage capacities and what the likely costs of any required new equipment might be.



Memorandum


As we understand the proposed Bill, the provisions of the Bill would pertain to all levels of law enforcement (municipal, county and State). As a result, the implementation costs of the proposed Bill would likely be incurred at and spread across all levels of government (municipal, county and State).
