Effect this measure will have on costs and revenues of state government.


The bill provides that county boards of education may take advantage of the local flexibility assessment option and alternative assessments, such as the ACT, in place of the statewide general summative assessment (SAT). For counties that elect to use an alternative assessment pursuant to the local flexibility option, the WVDE will distribute the funds it would have used to pay for the SAT exams to the county board of education to pay for the alternative assessment.

Explanation of above estimates (including long-range effect):


The WVDE will use resources within its existing budget to absorb the costs associated with revising the statewide accountability system to accommodate the use of alternative assessments. Alternative assessment vendors will provide technical evidence required by the federal peer review process, which the WVDE will use make the necessary adjustments to account for the alternative assessment in the Balanced Scorecards for schools and districts (as required by ESSA).
