Explanation of above estimates (including long-range effect):
Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
Currently Division of Highways (DOH) has a purchasing exemption for any road work with a labor component which allows us to set the procurement procedure. There is no change in costs.
Memorandum
Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form.
DOH Operations Division has already established contracts for certain maintenance activities (i.e. ditching, pot hole patching, pipe replacement, shoulder berming and stone stabilization). These contracts have been in effect since April 2019 and have been utilized in certain areas where we have manpower shortages. The cost per unit on these contracts have been 3 to 4 times our in-house costs. The DOH will continue to rebid and utilize the contracts where manpower or equipment are issues.
DOH believes it has the authority, and is currently exercising that authority, to provide the services required by this bill. DOH does not believe this bill provides any functionality that does not already exist.
