Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. This piece of legislation would require the West Virginia State Police to maintain a registry in which it enters information related to persons who have been convicted of domestic violence. Due to existing limited resources, this would require the addition of three office staff employees at a total estimated cost of $139,011.00.

Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. With the added Domestic Violence Registry, the West Virginia State Police Criminal Records section would require additional qualified staff to ensure timely research and enter data into the system as domestic violence situations are fluid and extremely volatile. The staff would deal with the volume of calls and requests from the victims, be responsible for determining who would qualify to be placed in the registry, and research historical qualified individuals to be placed in the registry. The above estimate reflects the cost of two Office Assistant III positions with benefits and one Office Assistant II position with benefits. For FY2021 there would be the additional cost of a workstation for each of the three employees.
