Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to exempt recipients of the distinguished Purple Heart medal from payment of the vehicle registration fee for West Virginia residents.
The bill will not have a fiscal impact on the Division of Motor Vehicles.
The Purple Heart medal license is exempt from the payment of the registration fee under §17A-3-14 (c)(7)(B). The only fees associated with the Purple Heart medal license are the litter fee assessed under §17A-10-15 and the Insurance fee assessed under §17A-3-3 (G).

Explanation of above estimates (including long-range effect):
Memorandum
The current demand for technical expertise and support on the Division exceeds our current resource level. This bill will require additional technical expertise and support. Therefore, the Division needs to add an Information Systems Manager 1 position at an estimated annual cost of $79,500 (Salary and Benefits) and a Programmer Analyst 3 position at an estimated annual cost of $75,000 (Salary and Benefits).
