We are unable to provide a credible fiscal note for this piece of legislation because the number of veterans who have permits or the number who would want them is unknown. See Memorandum for details.

According to the US Census Bureau there is a 159,448 Veteran population in West Virginia. If all applied for a Concealed Weapon Permit at $25 per application, there would be a $3,986,200 revenue loss for the State of West Virginia. A more realistic estimate might be 10% of the veteran population which would equate to approximately $398,620 in lost General Revenue over a five-year period.
