Effect this measure will have on costs and revenues of state government.
Required website content and information standards for executive branch agencies, county commissions, and municipalities will result in expenses to the previously mentioned entities, due to extensive changes required to wv.gov, county websites, and municipality websites; as well as, the creation of municipality websites where none exist. Additionally, some entities may require additional staff to maintain and meet the 30-day requirements of this bill.

Explanation of above estimates (including long-range effect):
The requirement of website content and information standards for executive branch agencies, county commissions, and municipalities will result in enhancements to multiple facets of the wv.gov website as well as the potential creation of municipality websites (quantity unknown). It is estimated that wv.gov and 290 websites will need enhancements and modifications at an average cost of $10,000 per site for the initial implementation of this bill. It is estimated that each site will need an estimated one hour of maintenance each month at an average rate of $94/hour. Further, it is estimated that an additional 1.5 hours of work will be required to support these efforts across 525 entities at an average cost of $16 per hour including benefits.
