Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to create the Donated Drug Repository Program. The bill establishes the West Virginia Board of Pharmacy has the authority to administer the program. The bill sets forth eligible drugs and eligible recipients. The bill establishes how the drugs are to be received, handled, stored, dispensed, distributed, and disposed of. The bill permits a handling fee. The bill defines terms. The bill requires rule-making.
The Department operates seven hospitals and provides funding for Behavioral Health services for a large number of individuals who qualify as an “Eligible Recipient” as defined in the bill and those facilities also provide a significant amount of services to individuals who qualify as “Eligible Patients”. As such, there exists the potential for a wide range of cost savings contingent on the implementation of the program and availability of usable drugs donated. Without further information at this time the Department cannot provide an estimate of cost savings for the facilities.
