Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


This bill reduces the Purchasing Division’s share of the P-card rebate from 15.5% to 10% and will cause a projected budget shortfall for the Purchasing Division of more than $350,000 in fiscal year 2021. In the last few years, the Purchasing Division has experienced a significant decline in two other sources of revenue. The revenue generated from the vendor registration program has fallen by approximately $750,000 to $350,000 since the implementation of wvOASIS. Additionally, Surplus Property has seen its revenue decline significantly as a result of policies that have reduced the number of vehicles being retired in a given year. When submitting the budget for fiscal year 2021, it was anticipated that the P-Card rebate funding would offset those recent losses.

Explanation of above estimates (including long-range effect):


As noted above, this bill reduces the Purchasing Division’s special revenue funding by reducing the percentage of the P-Card rebate provided to the Purchasing Division from 15.5% to 10%. This will create a budget shortfall in fiscal year 2021 for the Purchasing Division that could require a reduction in force in subsequent years.
