Effect this measure will have on costs and revenues of state government.


The WVDCR collected $5,920,611 in FY18 and $6,009,287 in FY19 from the payment of Court Costs and Fees. This money is solely used for the payment of the Regional Jail bonds and is a critical funding source for those payments. If the proposed legislation, which removes the primary motivation for people to pay their court costs and fees, results in reduced collections for this fund it could have a significant negative fiscal impact on the WVDCR (possibly up to $6,009,287).
