CHARLESTON – Finance Committee Chairman Craig Blair, R-Berkeley, has announced that former Secretary of Tax and Revenue Rob Capehart will join the West Virginia Senate as the counsel to the Committee on Finance. “I believe Rob Capehart will provide significant benefits to the citizens of West Virginia and strengthen the excellent work of the Senate Finance Committee,” Senator Blair said. “We are truly fortunate to be able to add such a seasoned veteran to our team who has the experience in government finance, taxation, and educational finance that can bring a critical eye to the state’s budget as we look for efficiencies and ways to streamline our spending. I am eager for Rob to get to work in helping us achieve our goals in the Finance Committee this year.” Capehart served as Chief Administrative Law Judge for the West Virginia Tax Department from 1985 to 1989. He served in the administration of Governor Cecil H. Underwood as the Secretary of Tax and Revenue, and later served as the 33rd president of West Liberty University in West Liberty, W.Va. He is currently a senior resident fellow for the Public Policy Foundation of West Virginia and is president of Georgetown Solutions in Wheeling. During Capehart’s time as Revenue Secretary, he also served as Chairman of the Governor’s Commission on Fair Taxation, which conducted the most extensive review and comprehensive reform effort of West Virginia’s taxation structure in the state’s history. “We have been focused on crafting the kind of comprehensive tax, legal, regulatory, and education reforms that are key to unlocking West Virginia’s full economic potential,” Senate President Mitch Carmichael, R-Jackson, said. “We are fortunate to have the services of an attorney with such a wide background and excellent qualifications as Rob Capehart.
