A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §15A-5-10, relating to the expungement of fines and fees for persons who successfully complete the Getting Over Addicted Lifestyles Successfully Program in jail for the purpose of obtaining a driver’s license.

Be it enacted by the Legislature of West Virginia:


ARTICLE 5. Bureau of Prisons and Jails.

 §15A-5-10. Waiver of fines and fees for successfully completing the GOALS program.

Notwithstanding any other provision of this code to the contrary, any individual committed to the Division of Corrections and Rehabilitation who successfully completes the Getting Over Addictive Lifestyles Successfully (GOALS) program shall have all fines and fees associated with his or her criminal convictions waived for the purposes of obtaining a driver’s license.  In no case does this apply to any restitution payments owed to any crime victim.

 

NOTE: The purpose of this bill is to remove the obstacles for obtaining a driver’s license by waiving fines and fees for persons who successfully complete the GOALS program.
