A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §25-1-1b, relating to requiring the Commissioner of Corrections to keep track of repeat offenses committed by persons convicted of sexual offenses against children.

Be it enacted by the Legislature of West Virginia:
That the Code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §25-1-1b, to read as follows:
ARTICLE 1. ORGANIZATION, INSTITUTIONS AND CORRECTIONS MANAGEMENT.
§25-1-1b. Commissioner required to keep track of recidivism of child sex offenders.

In addition to those duties prescribed to the commissioner, the commissioner shall keep a record of convictions of repeat sexual offenses committed by convicted child sex offenders who reside in this state. At a minimum, the record shall include the name and address of the offender, the date of the offender's first conviction for a sexual offense committed against a child and all subsequent offenses which result in a conviction. The commissioner shall propose rules for legislative approval in accordance with the provisions of article three, chapter twenty-nine-a of this code designed to implement a comprehensive system in accordance with the requirement of this section.




NOTE: The purpose of this bill is to
require the commissioner of corrections to keep track of repeat offenses committed by persons convicted of sexual offenses against children.
